Project Scope:

This project started in the spring of 2021 when CPB assisted the City of Saint Jo in applying for a community development block grant (CDBG) to replace their deteriorated water meters and rehabilitate their existing water tower. Saint Jo’s grant application was approved, and funding was awarded in late 2022. CPB entered into a contract with the City to provide the necessary engineering services in 2023.  This was a two-part project that consisted of the installation of 376 smart water meters throughout the City of Saint Jo and the rehabilitation and repainting of their existing 100,000-gallon water tower. The water tower was beginning to corrode, and water quality was beginning to decrease due to sediment and corrosion buildup. Multiple accessories on the tank were non-functional or no longer within TCEQ requirements. Two sets of plans and specifications were prepared by the CPB team and bid separately. One set of plans was issued for new smart AMI water meters, and one set for the complete sandblasting, recoating, and rehabilitation of the water tower to AWWA, NSF, and TCEQ requirements. Ultimately, CPB provided the City of Saint Jo with TCEQ-approved civil plans and specifications, project management, bidding services, construction phase services, coordination between grant specialists, and project close-out services. These projects were completed in early 2024 and had a total construction cost of $412,000 dollars.
